Mix potato and flour together, add chives and season
Form dough into ball
Roll into circle, ½ inch thick on floured board
Heat butter in skillet
Cut into quarters and place each quarter into hot skillet, reduce heat to medium
Fry on each side for 3 minutes until golden brown
Bring water to simmer in medium sized pan
Add vinegar, stir water in clockwise motion
Crack each egg individually into water
Poach eggs for 3- 5 minutes until cooked (depending on firmness)
Place tomatoes, green onions and mushrooms under broiler until brown
Serve egg on potato cake and top with tomato, mushroom and green onion, serve immediately
